Could Not Establish Protocol #3
The Dial-Up Adapter may not be bound to the TCP/IP protocol. Check to make sure that it is:

  1. From your desktop, right-click the Network Neighborhood icon and choose Properties.

  2. Double-click Dial-Up Adapter.

  3. Choose the Bindings tab.
  4. Make sure that TCP/IP is bound to the Dial-Up Adapter.
  5. Click the OK button to close the Bindings tab.
  6. Click the OK button to close Dial-Up Networking., Inc.
